2. If I am an individual player looking to play on a team what do I do?

Contact the Parks and Recreation Department to be put on the free agent roster list. Teams searching for new players can get your name and number from that list.

3. If I play on a team and want to know if my game is cancelled due to bad weather, whom do I call?

You can call the Parks and Recreation Department at 928-532-4140 after 5 p.m. to find out if games have been cancelled for that day. Game make-up times and days will be given to the teams' coach either at the ball field or through a phone call.

4. If my game is rescheduled, where can I find the make-up dates?

5. What do league fees cover?

League fees cover officials' or umpires' fees, necessary equipment, field or gym usage, lights, all league and post-season tournament awards, and administrative costs.

6. What is the age requirement to play on an adult league team?

The age requirement for any adult league is 15 years of age.

7. I am interested in officiating youth or adult leagues. Whom do I contact?

1. Is there a limit on the number of pets I can keep in my home?

Yes. The City of Show Low limits the number of pets to 3 household pets per dwelling. This means you can have 2 dogs and 1 cat or 2 cats and 1 dog or any other combination totaling 3 pets per dwelling.

2. Is my dog required to have shots before being licensed?

Although Canine Distemper Virus vaccine, Canine Parvovirus vaccine, and other vaccinations are important, you only need proof of a rabies vaccination to receive a city license. The vaccination must be valid for the entire license year or your dog must be get a boost before licensing.

3. Does the City of Show Low require me to license my pets?

City license tags help Animal Control locate owners of lost dogs and give the city a record of people who own dogs in case of a rabies epidemic. Show Low’s City Code requires all dogs 4 months or older to have city tags if they have been maintained within the city limits more than 30 days The city does not require cats to be licensed. 4. How much does a license cost?

Take your rabies vaccination record to City Hall and pay $5 for a sterile dog and $15 for a non-sterile dog. The Administrative Services Department handles animal licenses.

5. Do I have to keep my dog on a leash when it’s outside of the yard?

Dogs are not to run loose in the City of Show Low. If a dog is not contained in a fenced yard, it is required to be restrained by a leash. View the City Code for more information.

6. How long is a license valid?

Tags expire January 1 each year and should be renewed annually. You can purchase your license for the upcoming year as early as December of the current year. Licenses not renewed by January 1 of each year will be considered delinquent. There is no grace period because tags for the following year are available for purchase in December.

8. My neighbor’s dog barks all night and keeps me awake. Is there anything I can do?

Barking dogs are a problem in the city. It is understood that dogs are going to bark at things from time to time. However, if a dog is continually barking, whining, or howling any time of the day or night, the owner is guilty of a civil violation City Code 6-1-6 (PDF). Call the Police Department at 928-537-4365 to make a barking dog complaint.

9. Am I responsible for picking up after my dog if he goes while I’m walking him?

Yes. It is unlawful for any person whose animal defecates on property they do not own to not immediately clean it up. View City Code 6-1-8 (PDF) for more information.

10. An Animal Control Officer picked up my dog. How can I get it back?

1. Why is backflow protection necessary?

Backflow protection is necessary to ensure safe and clean drinking water to all citizens of the City of Show Low.

2. What is backflow?

Backflow is the undesirable reversal of the flow of water or mixture of water and/or gases and other substances into the water distribution system. Common causes of backflow are water main breaks, pressure loss in the distribution system, and high demands on the water system caused by firefighters during a fire. The most common cause is due to an unattended garden hose left in a sink or bucket.

3. Who is responsible for backflow protection?

Currently, the City of Show Low has 4 certified backflow testers / inspectors. They are governed by federal, state, and local ordinances. However, it is your responsibility to protect yourself from cross-connections. Here are some simple tips:

• Do not leave your garden hose unattended while watering, especially when you have chemical feeders attached.
• Do not install hoses on your faucets that protrude past the top rim of your sink. Make sure that there is a minimum inch of space between your hose and the top of the sink or tub.
• Do not put your garden hose in a sewer clean out or roof vent to unplug your sewer. Call a professional to assist you.

4. Where is backflow protection needed?

Backflow protection is needed wherever the possibility of contamination of the public water supply exists. While the city’s Public Works Department has the authority to regulate commercial buildings only, the need for backflow protection also exists in residential areas. As a homeowner, it is your responsibility to protect others in the water system as well as the people living in your home.

5. When is backflow protection required?

If you own a business within the City of Show Low, you have been, or will be, visited by a Public Works employee who will determine each businesses need for backflow protection. This inspection is usually done when a business changes ownership or changes industry.

However, at times it is necessary to resurvey all commercial buildings to ensure that everyone is still in compliance. If it is determined during the inspection that the need for protection exists, the business owner will be advised as to what type of backflow assembly is needed and who to contact for proper installation and testing. Once installed, the testing will be performed annually.

4. Do decks or porches require a building permit?

Any decks or porches that are over 30 inches in height above grade or have a cover/roof require a building permit.

5. Do I need a building permit to replace siding or shingles?

No, however if you are replacing your roof or roof sheeting a building permit is required.

6. Do I need a permit to replace doors/windows?

No, if you are replacing doors/windows with like for like a permit is not required. A permit is required if you are installing any NEW doors/windows.

7. How much will a building permit cost?

Yes, any business which in conducted within the City of Show low boundaries, regardless of its physical location is required to obtain a City of Show Low business permit.

5. What is the Affidavit demonstrating lawful presence in the United States?

As required by an Arizona state law passed in 2010, we must see one form of identification listed on the form if you are applying for a business permit as an individual/sole proprietor and not as a corporation, partnership or LLC.

6. Is there anything else I need to provide besides the business permit application?

Depending on the type of business you may need to submit additional information such as; sales tax documents, Navajo County Health Department approval, or copies of professional licensing. Please contact Planning and Zoning staff with any questions regarding these requirements at (928) 532-4042.

7. I only see an application for a business permit, how can I get a business license?

On December 1, 2020 the City passed Ordinance No. 2020-06, which re-named business "license" to business "permit". A business permit is the same as a business license.

1. What should I do if my address or phone number changes?

Notify Human Resources immediately by calling 928-532-4027. We will make the necessary changes to your records. If we are unable to contact you because you have moved or changed your phone number, your name will be withdrawn from further consideration.

2. Does Human Resources do the selection interviews?

No. In fact, Human Resources is often not involved in the final selection decision. The city's objective is to hire the best person for the position. Human Resources recruits, screens, and tests applicants based upon general requirements for the position in order to create a pool of eligible candidates for consideration. Individual jobs differ, however, and the supervisors or managers in the department where the vacancy actually exists are in a better position to evaluate each candidate's suitability for the particular job.

The supervisor or manager conducting the interview makes the final decision. Based on background checks and verification, a conditional offer of employment is made by the Human Resources Department.

3. What are the steps or stages of a typical selection process?

The steps of the selection process vary depending upon the position. For example, an application screening and selection interview may be all that is required. Certain positions may require the applicant to pass a written exam. Performance tests may also be required for positions requiring certain skills such as typing or the operation of heavy equipment.

Decisions about the selection process are made by the hiring authority and Human Resources when the position opens. The final outcome of the selection process is the creation of a list of qualified candidates. This is called an eligibility list and is given to the hiring authority for consideration. The hiring authority is free to contact anyone on the eligibility list for an interview.

If you call the school to enroll prior to your court date, the school will give you an extension and notify the court that you have enrolled.

6. Will a driving class take care of my ticket in its entirety?

This will take care of 1 moving violation on your citation. If you have more than 1 charge, you will need to handle the remaining charge(s) with the court.

7. Where are the classes held?

Please ask the school for class information regarding the location and the time of the class when you enroll.

8. My driving privileges are suspended by Motor Vehicles Department (MVD) for an unpaid ticket in your court, how do I take care of it?

You must send a money order or cashier's check only along with a current mailing address to the court. The court will then send you your receipt and any necessary documentation to take to the Motor Vehicles Department (MVD) to reinstate your driving privileges. 1. What is a utility easement?

Utility easements are strips of land used by utility companies to construct and maintain overhead electric, telephone, and cable television lines and underground electric, water, and sewer, telephone, and cable television lines.

2. Who owns the utility easement?

The property owner owns all of the land including the utility easements. However, utilities have a right to access that portion of land which has been designated a utility easement.

3. How are utility easements created?

Utility easements are usually created at the time a plat for a new development is designed. Utility easements almost always exist along streets and along rear lot lines, and sometimes exist between 2 lots.

4. Why is it important to keep easements clear?

Keeping utility easements clear helps utility companies perform routine maintenance (e.g., replace a pole), construct improvement projects (e.g., install a new sanitary sewer), and repair utility lines during emergencies (e.g., remove a tree which has fallen on a power line during a lightning storm).

5. What if I build on an existing easement?

Infrastructure construction is subject to building setback lines, and therefore cannot be built within the easement. Setback lines are shown on your subdivision plat. Subdivision plats are available at the city’s Planning and Zoning Department.

6. What happens if I build a fence in an easement?

An obstruction in the way of a utility company lengthens outage or interruption by making the utility company move obstructions out of the way. The damage caused by moving an object out of the way or removing a fence is not the responsibility of the utility company. The utility company, by the rights of the easement, has the power to do what it takes to maintain the utility.

7. Can I place decorative landscaping on a utility easement?

Most utilities encourage decorative landscaping within the utility right-of way with the understanding that any materials placed within the boundaries of the utility easement are subject to damage and are not the responsibility of the utility owner. Any replacement cost for such damages is clearly at the discretion of the utility owner.

8. What should I do about damages of my landscaping from utility marking for construction?

By law, utilities have the right to mark utility locations in a discrete, non-obtrusive manner, within the boundaries of the utility easement. The type, color, and location of these markings are regulated under state law. Although utilities will usually make an effort to limit damage to landscaping, all damages to landscaping located within the boundaries of the utility easement are the responsibility of the land owner.

1. For how long will my vehicle be impounded?

Vehicles impounded under ARS §28-3511 must be stored for a period of 30 days before being released. The law allows for some exceptions, and you may be eligible to have the vehicle released sooner. For example, if your driver’s license is reinstated by the Motor Vehicle Division or the courts, you may be allowed to have your vehicle released before the 30 day period.

2. How much will it cost to get my vehicle back?

Arizona law requires the owner to pay for all towing charges as well as storage fees. Storage fees are limited to a maximum of $15 per day. These charges are due to the towing company that removed and is storing your vehicle. In addition, pursuant to ARS § 28-3514, the owner is liable for an administrative fee of $150 paid with cash, cashier’s check, or money order payable to the Show Low Police Department.

3. How do I get my vehicle back?

Only the Show Low Police Department can release your vehicle. On or after the 30th day of impound, your vehicle will generally be eligible for release to you. To receive the release paperwork, follow these steps:

• You must pay an Administrative Fee of $150 with cash, cashier’s check, or money order payable to Show Low Police Department. Upon payment of the fee you will be given a copy of a release form that you must take to the towing company.
• At the towing company, you must pay the towing and storage fees. Payment is made directly to the towing company by cash, money order, certified check or credit card. If you arrive at the tow yard to reclaim your vehicle outside of regular business hours, you may be charged a gate fee. You must also present proof of your identity and ownership to the tow company.
• If you do not claim your vehicle within 10 days of the available release date, the towing company may file for an abandoned title to the vehicle.

4. What if someone other than the owner was driving the vehicle when it was impounded?

The registered owner of the vehicle must pay the $150 administrative fee with cash, cashier’s check, or money order payable to Show Low Police Department. A valid driver’s license, current vehicle registration, and proof of mandatory auto insurance must be presented. The registered owner must also pay for all towing fees and storage charges directly to the towing company in order to qualify for the release of the vehicle.

5. What if I own the vehicle but have not yet transferred the title into my name? Can I still get the vehicle back?

You must first completely meet all legal title and registration requirements before the vehicle can be returned to you. This can be done through the Arizona Motor Vehicle Department (MVD). If the vehicle is registered out of state, you must either register the vehicle in Arizona or deal with the state in which it is currently registered. The vehicle cannot be released without proof of current registration and mandatory auto insurance.

6. What will happen if I cannot claim my vehicle?

Under Arizona law, the Show Low Police Department may file for an abandoned title and seek ownership of the vehicle if it is left at the impound yard unclaimed for more than 10 days past the mandatory 30 day impoundment. If you have difficulty in paying for the towing and administrative fees, you should at least contact the towing company if you wish to retain ownership of your vehicle.

7. Can I get my vehicle back before the 30 days are up?

Under certain limited circumstances, you may be able to have the vehicle returned to you prior to the end of the 30-day period. In some cases this may require a Post Impound Hearing (see Post Impound Hearings for ARS § 28-3511).

You may be eligible to have the vehicle released early only if you meet one of the following conditions or circumstances:

• If the owner presents satisfactory proof that the owner’s driving privilege has been reinstated (if this applies to you, bring proof to the Vehicle Impound Unit of the Show Low Police Department that your license is now valid)
• If the vehicle was reported stolen at the time it was impounded
• If the vehicle is subject to bailment under ARS §28-3511(A)(2) and was driven by an employee of a business establishment including a parking service or repair garage
• If all of the following apply: the owner or owner’s agent was not the person driving in violation at the time of the impoundment; and the owner or the owner’s agent is in the business of renting motor vehicles without drivers; and the vehicle is registered pursuant to ARS §28-2166

In certain situations, the spouse of the owner may also enter into an agreement with the Show Low Police Department stating they will not let a driver arrested for Extreme DUI or Aggravated DUI, or a minor in possession of alcohol to drive the vehicle within 1 year. If the agreement is violated, there is no relief available from the 30-day impound period within the next year.

In addition, the vehicle may be released to the lien holder or repossession agent identified on the Motor Vehicle Department record before the end of the 30 days.

8. If the owner was driving on a suspended license but has since had the license restored to valid status, can the vehicle be released prior to the 30-day period?

Yes. The owner would have to prove that this had been corrected and their driving privileges reinstated, at which time we will release the vehicle upon payment of an administrative fee of $150 and towing and storage charges.

9. Would I still have to pay fees and charges if the vehicle is released early to me?

Yes, the owner is still liable for the administrative fee ($150) and all towing and storage fees up to the actual date of release.

10. At the end of the 30 days, can I just go to the towing company and get my vehicle?

No, the towing company is not allowed to release an impounded vehicle without paperwork from the Show Low Police Department. You must follow the claim process outlined above.

11. If I am found “not guilty” on my criminal or traffic charges will that affect the impoundment of my vehicle?

No. As long as the officer impounded your vehicle according to the law and Show Low Police Department policies and procedures, the outcome of any trial is not relevant.

1. How are youth leagues made?

Teams will be constructed according to the school in which a child attends. Teams will then be drawn from a hat from within those schools balancing the different ages and grades as much as possible. Children who are homeschooled will be placed in the school pool to which they would attend if they went to public school. In leagues with ages to young to attend school, we will put them as much as possible on teams with other children close to where they live.

2. How can I become a coach?

Contact the Show Low Parks and Recreation Department online or by phone at 928-532-4140.

3. When and where will practices be held for my child's team?

As the Parks and Recreation Department has very few facilities, we suggest but do not require coaches to hold practices every week as we cannot reserve facilities for this purpose. It is up to the coaches to find a place and time to hold practices and let their team know when and where it will be held. T-ball teams rarely hold practices as the games themselves are formatted similarly to as a practice session.

4. How will I know when my child's games are?

The coach should call each member of his/her team for each game or give each parent a schedule. If this does not occur. you may contact the Parks and Recreation Department.

5. If a game is cancelled due to weather or other concerns, how will I know it has been cancelled?

The Parks and Recreation Department will contact each coach and the coach in turn will contact each member of his/her team.

6. How will I know who my child's coach is?

Each coach will be given the names and phone numbers of the children placed on their team. It will then be the coach's responsibility to call each member of that team. If you do not hear from your coach in a timely manner, you may contact the Parks and Recreation Department.
