General Conditions
Interment
Interment will be made only with a written permit (Certificate of Right of Interment) from the City of Show Low. The permit shall contain as much of the following data as is reasonably obtainable:
- Name
- Age
- Date of death
- Date of burial
- Date of birth
- Place of birth of deceased
- Whether the decedent was married or unmarried
Disinterment
Disinterment may be made in accordance with Arizona Revised Statutes (ARS 36-327). If a state permit or court order is not required the City shall require completion of a request for disinterment. The City of Show Low shall exercise due care in making a disinterment and removal, but shall assume no liability for damage to any body, casket, or burial case in making any disinterment or removal. The City of Show Low shall have the right to provide an appropriate agreement that such person(s) will hold the City of Show Low harmless from any liability claim or demand arising therefrom.
Changes or Alterations
The City of Show Low may from time to time lay out or alter any avenue of walks in the cemetery, change the layout of cemetery lots not sold, and reserves the right to make such rules and regulations that are required to efficiently operate the cemetery.
Motor Vehicles
Motor vehicles shall be driven only upon such roads within the cemetery as the City of Show Low may designate. The maximum speed limit will be 10 miles per hour at all times.
Cemetery Lot Purposes
A cemetery lot is not to be used for any purpose other than as a place of burial for dead persons or as a memorial to dead persons.
Arrangements, Containers & Decorations Policy
All floral arrangements, containers, and other decorations may be subject to removal after 2 weeks if they are discoloring, weathering, or becoming obtrusive in appearance. Glass containers are not permitted.
Cemetery Hours
Cemetery hours shall be from sunrise to sunset and shall be closed at all other times.
Animals
No animals shall be allowed on the cemetery grounds.
Interred Plots Policy
Only 1 casket or vault is allowed to be interred per plot. No double or triple stacking of caskets or vaults is allowed.
Plot Markers & Landscaping
Headstones
The owner of a cemetery lot shall have the right to erect a headstone under the supervision of City of Show Low personnel, except no slabs shall be set in other than a horizontal position, recessed at ground level. All headstones are required to have a solid foundation of mason work of approved dimensions. See Headstone and Bench Placement Rules and Regulations.
Benches
The owner of a cemetery lot wishing to install a bench must first receive approval from the cemetery caretaker. The proposed location, size, and type of bench will determine its suitability to the site. Upon approval, the cemetery caretaker will stake the location for installing the bench. All benches are required to have a solid foundation of mason work of approved dimensions. See Headstone and Bench Placement Rules and Regulations.
New Grave Site Markers
New grave sites, without a headstone, will be identified with a legible marker furnished by the mortuary.
Vault Burial Requirements
No vault shall be built either partly or entirely above ground.
Surface Lot Requirements
Lot owners are prohibited from raising or depressing the surface of a lot above or below the surrounding ground.
Shrubs & Plants
Trees, shrubs, or plants are not permitted on plots and may be removed by the City of Show Low at its sole discretion.
Flat Markers
All flat markers will be placed flush with the ground and shall not protrude above ground level.
Enclosures & Boundary Markers
Cemetery lot enclosures and lot boundary markers are prohibited.
Transfer of Lots
Transfer Requirements
Owners shall not allow interments to be made in their lots for remuneration nor shall any transfer or assignment of any lot, or of any interest therein, be valid without the prior consent in writing of the City of Show Low. Transfers shall be done at City Hall in the presence of the current owner and the owner-to-be. An administration fee of 10% of the current lot-selling price is due at the time of transfer.
Selling Requirements
The City of Show Low is the only seller of cemetery lots. If an owner wants to sell a lot, the owner shall contact the City of Show Low. The City of Show Low will buy the lot back at the original lot-selling price, less an administration fee of 10% of the current lot-selling price.
Opening & Closing of Graves
Policy
The City of Show Low will regulate the charges for opening and closing a grave and keeping cemetery lots in order from time to time. No grave shall be opened or closed, and no lot shall be adorned or maintained except by or under the supervision of the City of Show Low, or by such person(s) as may be designated by it. Persons designated by the City of Show Low shall dig and close all graves.
Disinterment Notification
The City of Show Low reserves the right to receive at least 48 hours notice before interment and at least 5 days notice prior to disinterment.
Opening Closed Grave Fees
The charge for opening a grave and replacing sod after closure shall be paid to the City of Show Low at the time of making the application for interment. All charges for cemetery services must be paid at the time of issuance of the order for such services.
Ownership Policy
The ownership interest in a cemetery lot consists of the right of interment in said lot. The lot can be used for no other purpose and cannot be divided. Should a lot holder die without a devisee or any known next of kin, the lot shall revert to the City of Show Low.
Affidavit Directing Interment
No one shall be interred in a plot unless the City of Show Low has received an Affidavit Directing Interment in proper form.
Certificate of Right of Interment
A Certificate of Right of Interment shall be issued to each owner on full payment of the purchase price of a lot. If prepayment would cause an extreme hardship a payment program may allow payment after interment. Every lot shall be subject to the rules, conditions, and restrictions imposed by the City of Show Low. The Certificate of Right of Interment and the Cemetery Rules and Regulations of the City of Show Low and any amendments thereto shall be the sole agreement between the City of Show Low and the owner, and no statement of any agent or employee of the city contrary thereto shall bind the City of Show Low.
Payment Program
Interested persons may reserve a cemetery lot by paying a $25 administration fee and a down payment of 25% of the current purchase price, which is due at the time of the reservation. A total of 3 years shall be allowed to complete the purchase, with a minimum of 25% due each year from the date of the initial down payment. A cemetery lot must be paid in full prior to burial.
Transfer of Ownership Terms
Within 60 days after the death of the registered owner of a lot, the City of Show Low should be given the name and address of the new lot owner, together with documentation of the transfer of the ownership. No transfer fee is required when ownership-transfer is due to the death of the lot owner.
If no interment is made in a lot that has been transferred by a Certificate of Right of Interment ownership to an individual owner, or if all remains previously interred therein are lawfully removed, then on the death of the lot owner, unless the lot owner has disposed of the lot either in a will by a specific device or by a written declaration filed and recorded in the office of the City of Show Low, the lot descends to the heirs in accordance with the laws of the State of Arizona.
Notice sent to a lot owner at the last address on file in the office of the City of Show Low shall be sufficient to constitute notice to the lot owner by the City of Show Low. It is the owner’s responsibility to keep the address on file with the City of Show Low current.
Easements & Other Rights
An easement or other right is granted to any lot owner in any road, drive, alley, or walkway within the cemetery, except that such road, drive, alley, or walkway may be used as a means of access to the lots and/or buildings, as long as the City of Show Low designates such road, drive, alley, or walkway for that purpose. The City of Show Low may change or discontinue such designations at its discretion. Lot owners and their families and friends shall be allowed access to the cemetery grounds at times and on conditions set forth in the rules adopted for the regulation of the cemetery.
Rights of Interment Policy
Rights of interment in the cemetery shall not be subject to attachments, garnishments, creditor claims, or executions to satisfy debts, obligations, or torts of any owner thereof.
East (New Development) Cemetery Interments
In every interment in the East (new development) cemetery, an outer container shall be used such as a concrete or fiberglass box or vault, or an outer wall of stone, brick, or concrete.
Funeral or Burial Equipment
The City of Show Low shall not be responsible to provide any equipment for funerals or burials.
Multiple Bodies in a Single Plot
The interment of 1 casket or vault and ashes of another body in a single plot or the interment of ashes of more than 1 body in a single plot is allowed with written notification from the plot owner to the City of Show Low before interment.
Upon the 1st interment, the plot owner shall notify the City of Show Low of the intention to use the plot for a 2nd interment in the future and the intended method, interment of a casket or vault (allowed only when ashes are placed in the 1st interment) or ashes. All cases of multiple interments shall have only 1 headstone for all names. Ashes will be placed 3 feet deep. Up to 4 interments of ashes are allowed in 1 standard casket or vault-sized plot.
The interment of 1 single or companion urn that fits within the dimensions are allowed in a single cremation plot.
Lot Owner Instructions Policy
When instructions from the lot owner regarding the location of an interment space in a lot cannot be obtained or is indefinite, the City of Show Low may, so as not to delay the funeral, open it in such location in the lot as it deems proper, and the City of Show Low shall not be liable for any error made in so doing.
The City of Show Low shall not be responsible for compliance with any order not in writing or for any mistake due to the lack of precise and proper instructions.
Additional Information
Liability
The City of Show Low shall not be responsible for the obtaining of the interment permit nor for establishing the identity of the person to be interred.

Baby Cemetery
The City of Show Low has set aside a baby cemetery section for ages 2 years and younger in the old cemetery in sections 40, 41, and 42.
Questions or Concerns
All questions regarding cemetery plots, services, and burials shall be directed to City Hall. Appropriate arrangements for weekend or holiday needs must be made in advance.
